So the newer MM2H framework is designed to be more “compliance-based”, and the costs now reflect that.

Your money. Kept in your name. Not a government fee.
Government Fees (You Spend)
2) Government Fees (Non-Refundable) Paid to the Malaysian Government (MOTAC). This includes application fees and yearly pass fees.
Professional Costs (Required)
3) Professional Requirements Medical check-up, medical insurance, and document translation (if needed). These are normal compliance costs.

1) Fixed Deposit (This is Your Money, Not a Fee)
The largest MM2H requirement is the fixed deposit.
But here’s what many people don’t realise:
✅ You are not “paying” this money to the government.
✅ The deposit stays in a Malaysian bank account under your own name.
✅ It remains your money — it’s simply held as part of the MM2H requirement.
You can also withdraw up to 50% of the fixed deposit later, subject to the program’s conditions.
This withdrawal is generally allowed for approved purposes such as:
- Medical expenses
- Property purchase
- Education in Malaysia
- Tourism-related spending (note: this category is still pending final confirmation as of 15 February 2026)

2) Government Fees (This is the Real “Spend”)
A) Application Fee- This can range from:

B) Pass Fee (Paid Every Year)
This is one of the most overlooked costs.
RM500 per year, per person
This includes:
- you (main applicant)
- spouse
- children (if included)
So if you’re applying as a family of 4, that’s:
RM500 × 4 = RM2,000 per year
A Quick Note About Agent Pricing
Under the current MM2H framework, the agent fee is gazetted, which means it is fixed according to the category.
So when you see figures like RM40,000, RM55,000, or RM70,000, these are not numbers that agents simply “make up”.
In the market, you may still notice some agents presenting their packages differently — sometimes by bundling certain costs or absorbing some items to make the overall quote look more attractive.
The agent fee is gazetted, so licensed agents cannot charge lower or higher than the official amount. Some packages may look cheaper because certain costs are bundled or absorbed — but the gazetted fee itself remains fixed.

3) Professional & Admin Costs (Required to Complete the Application)
To successfully submit MM2H, you will need to prepare for external costs.
These costs are normal — and they are not “agent hidden charges.”
They are part of the compliance process.
A) Medical Check-up (Malaysia Only)
Must be done at a registered clinic in Malaysia.
B) Medical Insurance (Mandatory)
Insurance is mandatory for MM2H applicants. If you are above 60 years old, insurance may not be compulsory — but it is still strongly recommended.
C) Document Translation (If Required)
If your documents are not in English (example: birth certificate or marriage certificate), you will need:
